In Colombia there are regions and communities that do not yet have public services of electric power and / or fuel gas, a situation that affects their quality of life and competitiveness. In order to provide these services, the Colombian State has Financial Support Funds to contribute to the universalization of public services, although many do not manage to access these resources, mainly due to the poor structuring of projects. In addition to the Financial Support Funds, there are subsidy funds for low-income users concerned for this project, which are the Solidarity Fund for Subsidies and Redistribution of Income - FSSRI, and the Social Energy Fund - FOES. In order to validate and recognize deficits or surpluses, depending on the situation, the companies providing the public utility service of electric power in the National Interconnected System - SIN and the Non-Interconnected Zones - ZNI must make and send to the FSSRI , the subsidy and contribution reconciliations quarterly. Likewise, article 15 of Decree 160 of January 22, 2004, establishes that the Ministry of Mines and Energy will make quarterly conciliation with the distributors of the distributed resources, and establishes the format in which the Billing information of the users benefited with the resources assigned by the Social Energy Fund - FOES. This work seeks to diagnose the current situation of subsidies and establish possible scenarios that balance the contributions billed with the subsidies granted in such a way that you do not have to resort to resources of the General Budget of the Nation-PGN to supply totally or partially this current deficit of subsidies, but that the same fund be able to supply subsidies agreed to totality.
