Resumen
The statistical information of the educational system in Colombia is a key element for the formulation, implementation and evaluation of educational reality of the country; in that sense education plans in the specific case of Guajira have taken into account this information for decision-making. However the reality of this department illiteracy has positioned itself as one of the most illiterate departments of Colombia, so must rethink models of decision as to educational planning is concerned. This research deals with the analysis taking into account the use of geographic information systems (GIS) in order to obtain the causes that geographically give clarity on the reasons why there are these educational inequalities in the most vulnerable areas. Elements for planning and evaluation of education policy in basic primary education and decision-making in the sector are also provided.
