Reference Technical Studies are a planning instrument adopted by the municipalities to determine the value of the Public Lighting Service tax, which is used to cover the costs of providing it. These Technical Studies are established through Decree 943 of 2018 of the Ministry of Mines and Energy and the CREG Resolution 123 of 2011. The objective of this document is to prepare the Reference Technical Study of Determination of Costs for the Provision of the Service of Public Lighting of the Municipality of Guateque-Boyacá, which consists of five (5) chapters. The first chapter establishes a theoretical-conceptual conceptualization as well as a brief description of studies related to this topic. In the second chapter a diagnosis of the state of the Public Lighting System, which is composed of a inventory of assets, a population study and a report on the coverage of Public Services. The third chapter establishes the costs related to the provision of the service in which includes the cost of the energy supply, the maximum investment cost and the cost related to the activities of Operation, Administration and Maintenance. The room chapter establishes the expansion plan of the municipality and finally, the fifth stable chapter the Execution Plan of Projects related to Expansion, Modernization, Operation, Administration and Maintenance. The methodology used for the development of the present document was the qualitative research, which by means of its structure allowed to give shape and substance to this document. The information collected comes from the field work carried out by the author, in addition to planning instruments, such as reports from the Administrative Directorate of Public Services of Guateque and the E.B.S.A. Accordingly, by means of the present work summarized here, it was possible to determine that the public lighting system of the municipality of Guateque Boyacá, is in an optimal state, however it requires modernize 40.1% of the entire system previously described.
