Resumen
The research group Society, Economy and Productivity SEPRO research line Supply Chain Management - Logistics, assigned to the National University of Colombia, is a multidisciplinary group, with professionals with a doctoral profile, dedicated to the study and application of concepts of operation management logistics, covering cross-cutting analysis related to information and communication technologies, automation, finance, economics, environment, sociology, and public policy in the context of the supply / distribution chain (Sociedad Research Group, 2006). Through its Social-Humanitarian Logistics research line, it has maintained a constant interest in carrying out activities aimed at strengthening management capacity in Colombian public institutions and, consequently, helping them to provide more and better goods and services to the inhabitants of Colombia. the society. This effort has been materialized mainly in the conduct of exploration activities about the needs of people who require support in any difficult situation, in this sense, this document seeks to give guidance to the Colombian Family Welfare Institute (ICBF) about of the characteristics of citizens, beneficiaries or interest groups, and the use of this information for decision-making in the design of citizen participation and citizen service strategies. It is for these reasons that I am pleased to present the document entitled "Characterization of the processes for accessing and monitoring the users of Bienestarina Mas®", a publication that will be part of the macro project titled: LOGISTICS OF ACCOMMODATION AND DISTRIBUTION OF WELL-BEING IN COLOMBIA SUPPORTED IN INFORMATION AND COMMUNICATION TECHNOLOGIES. This work constitutes a valuable input for the public institution. In the first part of the document, the description of the actors, main procedures, associated documents and other tools involved in the processes of access and monitoring of welfare programs is presented, the second part contains an analysis of the influence of these programs on the logistic of distribution of the input and the third section indicates the improvements that it is proposed to implement.
