Abstract

The image contains news about the decree by which provisions are issued against thieves, considering: 1st that since the decree of December 22 attributes knowledge of the causes of petty theft to police chiefs, this cannot be verified in places where there are no such police chiefs; 2nd that from this results the anomaly that thieves of this type are judged by police chiefs on a correctional basis in some parts, and in others by municipal authorities with immense inequality in sentences; 3rd that political judges are authorized by article 61 of the organic law of the political regime to correctly punish the lazy and poorly entertained, among whom are thieves and thieves, according to classifications 1 and 2 of article 29 of the law of May 3, 16, because they do not live on legal and honest means, nor do they have a useful profession or industry.
