Resumen
This research project presents a proposal for the evaluation of systemic environmental management based on the criteria of industrial ecology and through the method of Data Envelopment Analysis (DEA) in the South West Integrated Health Services Subnetwork- SISSSO, as an analysis unit belonging to the public sector of health services provision that has many environmental aspects represented in highly complex systems. In this way, a review of the environmental management background of the entities belonging to this public health operating sector in the city of Bogotá was carried out and it was identified that the execution of programs and activities, as well as the management of environmental impacts correspond to the characteristics that have an effect on the historical performance for the period 2014 to 2018.
Later, it was carried out the comparison of the measurable variables in the observation unit with the evaluation criteria identified through the search system and bibliographic analysis, validated through the development of the Delphi method, in accordance with the industrial ecology construct. Afterwards, the frontiers of environmental efficiency were identified through the method of the DEA model and through the classification of the Decision Making Units in four evaluation scenarios, which allowed to identify that less than half of the compared units are environmentally efficient, as well as the construction of the Total Aggregate Performance Indicator (TAP) with a result of 79.11% for the SISSSO as a whole.
Finally, it was shown that the results of the evaluation tool based on industrial ecology represent, in comparison with the trend of the results obtained in the previous periods (2014 to 2018) by the environmental authority of the capital district, a decrease in the level of performance due to the inclusion of criteria from the systemic environmental management, as well as its correspondence with those generated from operational incidental environmental management for the compliance with legal requirements.
