Malo Blanco, Ospina, Pinzón and Valenzuela. , who were absent with legitimate excuse, and without it, Messrs. Benavídez, Currea, Gutiérrez, Manuel María Pardo and Rivera, who, as well as Mr. Ospina, occupied their seats during the course of the Session. Having read and approved the minutes of the previous session, with the agendas, the Assembly dealt with the following Business: It was agreed that the President would sign two authentic copies of the draft ordinance providing for the continuity of certain employees in the exercise of their functions and the appointment of others. Mr. Ortiz was called to present them to the Governor of the province. An official letter was read from the Prosecutor of the Superior Court of this district requesting that the account be certified with the note of the Governor, and to send an authentic copy of the resolution that fell on the representation made by Mr. Pedro Arroyo, excusing himself from attending. to the sessions of the provincial legislature, and to inform whether said request is supported by any documentation. The President ordered that the certified copies and the requested documentation be issued by his Secretariat. Mr. Benito made this proposal which was approved: “Grant the Deputies leave to be absent for fifteen days of the sessions of the Assembly.” The Communications Commission, to which a representation of several residents of the San Antonio district was represented, requesting a measure to put an end to the exactions that the owners of the Canoas hacienda make on passersby on the bridge on the Bogotá River, presented its report with the following draft resolution, which was approved: "See the original to the Governor of the province the request of the residents of San Antonio, so that informed and satisfied of the abuses that are said in said request, are committed by the owners of the Canoas estate, dictate the necessary provisions to avoid them ; "There must be the respective response in which it has taken place." The Assembly approved and adopted this draft resolution. The Constituent Assembly held in the province of Bogotá in 1855 took place in sessions from November 20 to 21. During these sessions, several proposals and modifications to the municipal Constitution of the province were presented, with discussions and votes on different articles and projects. Throughout the sessions, several debates were held and multiple proposals were reconsidered, with different results regarding their approval. Mr. Zaldúa presented a modification to article 51 regarding the remuneration of employees of the province, which was discussed and adopted by the Assembly. Likewise, other articles and modifications were presented that generated discussion and voting among the members of the Assembly. These debates included the reconsideration of several articles and the inclusion of new proposals, some of which were approved and others denied.
The session also included discussions on the territorial and judicial organization of the province, with proposals related to the creation of judicial circuits and the appointment of district heads. These issues generated debates and votes, with some proposals approved and others denied. Some articles were modified during the discussions, with subsequent votes to adopt the proposed modifications. At the end of the session, it was agreed to return the project to the review committee for further analysis. The session concluded with the absence of other matters that could occupy the attention of the Assembly, and was adjourned by the President. It should be noted that the decisions made during these sessions had a significant impact on the municipal Constitution of the province of Bogotá, establishing provisions that would affect employees, territorial and judicial organization, and other aspects relevant to the province. The discussions and votes reflected the deliberative process of the Constituent Assembly, in which multiple perspectives and proposals were considered to reach agreements on the issues at hand.
