The Municipal Corporation of Bogotá agrees to the creation of this position with functions equivalent to those assigned to the Mayor as a municipal agent in all areas of administration. The Municipal Chief will be freely appointed and removed by the Municipal Corporation, and will have a Secretary, who will also act as Accountant of the office. In case of temporary or absolute absences of the Municipal Chief, the Mayor of the district will assume his duties until the Municipal Corporation designates a replacement. The duration of the mandate will be one year, with a monthly remuneration of eighty pesos for the Municipal Chief, forty pesos for the Secretary and twenty pesos for the clerk.
