This project is to verify whether the construction and operation of a dam has responsibility happen flood events downstream of it, for which it is proposed to make a comparison of a number of indicators in order to track time the behavior of this factor. For it is taken as a case study Betania Dam located in the vicinity of the towns of Hobo, Campoalegre and Yaguará in the department of Huila; is preliminarily selected as indicators for monitoring press reports a rainfall analysis upstream of the dam vs flow downstream, the perception of the population potentially affected captured through surveys and review of legal documents where the processes EMGESA against SA E.S.P trauma generated by the population of coastal municipalities flooding processes; generally a mixed methodology combining an analysis of both quantitative and qualitative information was applied. The study area corresponds to the municipalities of Villavieja, Aipe Neiva, Palermo, Campoalegre, Hobo, Yaguará, Rivera and Tello, these municipalities are selected because they are located downstream of the dam on the banks of the Magdalena River, ie, in the area of interest; it is important to clarify that to spatially define the project so that its objectives are achievable in the context of this study, only the municipalities are considered downstream of the infrastructure of power generation belonging to the department of Huila, excluding municipalities which could be of interest in the department of Tolima. In principle was a review of the reports of flooding in the study area reported in the print media in order to subsequently compare them with other information found; in relation to the indicator 'perception of the population potentially affected' 'a field trip that allowed the application of perception surveys to a previously selected sample population was performed. Also, to answer the second specific objective set, a hydrologic analysis multitemporal using as main criteria precipitation and flows, based on preliminary information, consulted hydrometeorological data in the Institute of Hydrology, Meteorology and Environmental Studies (IDEAM) was developed. Finally aforementioned indicators in order to confirm or disprove the hypothesis initially raised were related.
