The image contains news about Circular Number 7, issued on February 11, 1856 by the Government of the province of Nueva Granada, which addresses the creation of a support position for parish mayors. This document, addressed to mayors, is based on article 59 of the municipal regime ordinance and clarifies that, although it is not mandatory or legally required for parish mayors to have secretaries, parish councils can establish and remunerate an employee who assist the mayor in his duties. The Government recognizes that the wide range of responsibilities imposed by general and municipal laws exceeds the capacity of mayors to manage them with the promptness, accuracy and care required by public administration.
