The image contains news about the prisons and prisons in New Granada in 1838. Punishment houses are established for condemned prisoners. Punishment establishments include forced labor, prisons, houses of confinement, and places of imprisonment. Detailed regulations are needed to avoid illusory penalties. The Executive Branch determines forced labor establishments, prisons and confinement houses. In the absence of designated buildings, convents or rented private houses are used. The maintenance of these establishments is financed with national revenues. Inmates must work in arts and crafts workshops and comply with established standards. Restraints and punishments are imposed on those who disobey the rules. The directors and foremen supervise the conduct of the inmates and order and discipline are guaranteed. Governors and police chiefs make regular visits to verify the functioning and well-being of inmates. Training workshops are established and work is promoted as part of social reintegration. The governors inform the Executive Branch about the status of the establishments and propose improvement measures. Inmates serving their sentence can be transferred home with financial support if they do not have the means to do so themselves. Transportation costs in case of escape are initially covered by the national treasury, but must be reimbursed by the responsible prisoners.
The Executive Branch will issue a regulation to regulate forced labor establishments, prisons, confinement houses and prison places, detailing the responsibilities of employees, work schedules, punishments, food supplies and clothing for inmates, income management and the general regime to follow in each establishment. Certain previous decrees and laws related to the creation of prisons are also repealed. Likewise, the separation of funds for prison establishments, derived from the income of liquor, is established.
The publication of the corresponding law is ordered in all provinces, as well as the separation and deposit of one tenth of the liquor income for the funds of the prison establishments. Governors must ensure the segregation and security of these funds, called "confinement establishment funds." In addition, a monthly audit process is established to verify the status of said funds.
Governors are tasked with evaluating the possibility of establishing districts for the different types of punishment establishments in their provinces, determining the available buildings and their capacity, as well as reporting on the advisability of creating prison and confinement districts with other provinces. Provincial chambers are also requested to issue reports on the most appropriate location for punishment establishments and the possible formation of districts for prisons and confinement.
