The image contains a news item about the report of a commission on the competence to pardon Army deserters, presented at the Secretariat of the Constituent Legislature on December 4, 1857. The report addresses the controversy over the competence of the Assembly to grant pardons to Army deserters. It is emphasized that, although the national Government has exclusive jurisdiction over the organization and service of the permanent Army, there are particular circumstances related to the prisoners who were in punishment establishments at the time of the transition to the federal States last June. Since then, these prisoners remained under the jurisdiction of the States for their organization and maintenance, as stipulated by the central Government. Accordingly, a resolution is proposed that recognizes the jurisdiction of the national Government for Army deserters under the recent law, but also reaffirms the state jurisdiction over those convicted under the previous laws who were transferred to the State Punishment Establishments.
