Decreto sobre indulto y salvo conducto

Abstract

The image contains a news item about the Decree on pardon and safe conduct, decreed by the President of the Republic, Mr., Pedro Alcantara Herran, which stipulates that individuals who participate in the crime of treason, rebellion or sedition and that have been committed in the Republic in the period from July 1, 1839 to March 1, 1840 and that have been sentenced to suffer penalties called chronic, will be released and will no longer suffer the pardon as mentioned in Article 1 of the Law of May 31. In addition, it is mentioned that the Governor in charge of each province in which the prisoner is being held must issue a passport so that he may return to his home without being prevented from doing so by the transit authorities. It is also mentioned that in case the inmate has committed any other type of crime in addition to those mentioned, he will be exempted from them, but he will continue to serve the sentence for the crime that is not stipulated in the present decree, so that it is the duty of the Governor to report to the Secretary of the Interior on the situation and the passports granted to each inmate. Finally, it is mentioned that the agents of the Republic must give an account in a report on such situations and additionally it is mentioned that the persons who are far from their domicile will be at full liberty to return to the same and there will be no prohibition whatsoever.
