Abstract

In order to comply with different requirements defined in the government regulations and by the processes established within the Secretaría Distrial de Gobierno, it is necessary to establish a training model that allows teaching the people who has a type of employment with the entity (3000 public servants approximately) the topics that require to know to perform their daily tasks in the company and to understand the operation that are carried out in the different areas of the company; the people who currently have some type of employment relationship with the Secretaría Distrial de Gobierno are segregated by the 20 localities of the city of Bogotá. To solve this problem of displacements and times necessary to carry out all of these trainings, we intend to structure a virtual learning system that public servants of the Secretaría Distrital de Gobierno can access, making the times in which these activities are carried out more flexible and freeing up time invested by the professionals who currently provide these personal training actualy. For the structuration of the virtual learning system, referential studies are carried out identifying the most common practices for the implementation of this type of tools in the world, a market research where the estimates of supply and demand can be established for the System, a technical study that specifies the requirements and activities required for the achievement of the project, an administrative study in which the changes to be made within the Company are considered, a normative study where the laws that must be taken are identified in account for the implementation of the project and the document ends with a financial study where it can be estimated how viable is the implementation of the System for the Secretaría Distrial de Gobierno.
