The Wetlands Policy in the Capital District has been established for the continuous improvement of a healthy environment and the application of strategies that allow participation and decision-making regarding the present and future of these ecosystems in order to guarantee the full exercise of fundamental and collective rights. Therefore, the research proposal seeks, within the Capital District Wetlands Policy and its Strategy 2, education, communication and participation, to carry out comprehensive monitoring of the dynamics that develop around one of its projects, which are the Territorial boards of Wetlands and their contribution to the growth and development of the aforementioned Strategy during the years 2017 to 2019 in the La Conejera wetland. The methodology applied is based on comprehensive monitoring, built by the District Planning Secretariat in 2017, focused on mapping the participation of the actors at the board, around the lines of action on strategic information, environment, territory, and population. From the minutes of the boards, the dynamics, tensions, problems, actions and solutions that the territorial boards of the La Conejera Wetland open for the participation of the community, public and private entities are evident. In terms of results, the action plan shows growth in terms of the formation of territorial boards in wetlands, but it is not reported the number of basic, middle, and higher education institutions with projects associated with wetland ecosystems and their water systems. Although the results are shown in terms of indicators, it does not show the real scope of the interactions and the perspective report of other actors on the project. Finally, the lines of strategic information, territory, and population, are at a level I and the environment line is at level II. As a recommendation, it is necessary to strengthen citizen participation more actively.
