La Junta de Obras Públicas es la entidad encargada de llevar a cabo estas obras. Los costos de la construcción serán cubiertos principalmente por los propietarios de las casas ubicadas en las calles donde se realicen las obras. Sin embargo, se establece una excepción para las personas que demuestren ser económicamente vulnerables y poseer propiedades de bajo valor. En estos casos, el municipio contribuirá con parte de los fondos necesarios para la construcción. Se representa un importante paso hacia la modernización de la ciudad de Bogotá a finales del siglo XIX, al abordar la necesidad de mejorar las condiciones sanitarias y de infraestructura básica.
