Abstract

The image contains a news story about the problems of pedestrian traffic in Bogotá and the inconsistency of the Police in enforcing the rules. Initially, the gendarmes prevented people from stopping on the sidewalks, which made it easier for pedestrians to pass. However, over time, the Police stopped maintaining this practice, resulting in the obstruction of sidewalks by pedestrians and people with loads.
