Resumen
The Agencia Nacional del Espectro - ANE is a Special Administrative Unit of the national order, attached to the Ministry of ICT. Its purpose is "to provide technical support for the management, planning, monitoring and control of the radioelectric spectrum in coordination with the different authorities that have functions or activities related to it." Studies estimate that by the year 2020 one hundred billion things will be connected to the network, which becomes a challenge for governments, manufacturers, suppliers and developers, who are obliged to find new solutions that guarantee such connectivity. Thinking about these challenges, the National Spectrum Agency -ANE-, Colombia issued Resolution 711 of 2016, which regulates the conditions for accessing free-use bands. Thanks to the analysis of global trends and local needs, the ANE managed to duplicate the spectrum that can be used without any type of compensation on the part of those who use it. The free use of these frequencies allows all those interested, regardless of their nature (natural or legal persons) to implement the use of devices, develop solutions and access new technologies, as long as the used devices operate in the established frequency bands and within the technical parameters indicated in the technical annex of Resolution 711 of 2016.
