The image contains news about the publication of Decree No. 192, ordered by the Vice President of the Republic, Mr. Miguel Antonio Caro and the Minister of Public Instruction, Mr. Nicanor Insignares. This decree establishes the organization of studies and establishes the personnel for the National Pedagogical Institute of Bogotá. Among the provisions established in the decree are, among others, the distribution of studies over a period of 4 years; The payment of the personnel that the Institute will have is also established. Likewise, it is established that the number of students for each department will be 18; The grades that students will receive in each course will be between 1 and 5. On the other hand, the diploma is also established for those who graduate as Director of the Normal School. Finally, it is established that students who graduate from the Institute must serve for 4 years after graduation, "the position of Director or Professor of Normal School in the Department for which they were appointed, or in any other so that "the Government appoints them."
