Resumen
Air quality management, understood as activities aimed at reducing air pollution to protect human health and the environment of a city, is one of the great challenges of the main cities in the world. It is for this reason that the present work evaluated, through the CECA Index (Urban Air Quality Management Capabilities Index) in the cities of Bogotá and Barranquilla, the state of technical, information and enabling capacities to show good practices, limitations and opportunities for improvement. These last, were understood as action strategies that cities can take advantage of to strengthen their air quality management, in terms of public policies. The index applied for this research is based on a process of collecting information from primary and secondary sources, which the main instrument is a questionnaire that was applied to authorities and experts to counteract and make visible the state of capabilities. For this, the present work was attended by the main authorities of each city and recognized experts at the local and national level, who, through interviews that collected their opinions, along with additional information, it was possible to determine that Bogotá, in air quality management, has developing capacities, and Barranquilla, has limited capacities. This implies that both cities recognize efforts in air quality management and their interest in addressing it. In addition, to have a differentiated form, with evidence of the work done that, due to the contexts, express the need to apply specific action strategies, according to the local capacities of each city; likewise, the need to have a periodic, comprehensive and collective evaluation of its capabilities to show progress in its management.
