The Municipal Council of Bogotá, In use of its legal faculties, CONSIDERING That it is an absolute necessity to build public toilets in this city, as there are in all the cultured cities of the world, and that the constant epidemics that plague Bogotá imperiously demand that they be put into practice, albeit slowly, but in a certain way. effective, all the means of public health that this town requires, AGREES Art. 1. Authorize the Board of Public Works to proceed as soon as possible, and as soon as fiscal resources allow, to have the toilets built in this city that it deems necessary, conveniently in the entire population, in the best way possible and with all the attention that the matter requires, in order to obtain the good results of this hygienic measure. To the effect, the work will be built by administration and not by contract. Art, 2. The Board of Public Works will previously make a careful study of the number of toilets that need to be built, their approximate location and other conditions for success, and will formulate an expense budget that will be submitted to the consideration of the Municipal Council so that it resolve what is convenient and vote definitively on the necessary item, which will be included in the Budget of Expenses for the current term. Art. 3. The municipal mayor will submit a budget for the expenses incurred in the formation and organization of a body of vigilantes, in sufficient number to pay due attention to care, so that public toilets are kept in perfect cleanliness.
