Currently, the interactive portals of the town of Ciudad Bolívar have a portfolio of services that allow the community to obtain the possibility of training in different disciplines related to the use and appropriation of tics, although the dissemination and call for participation and registration are It made it difficult since the communication channels between the community and the portals limited the publication of brochures, banners, posters or word of mouth. This project aims to describe the development process of a Chatbot that allows the community of the town of Ciudad Bolívar to have a tool to interact and take advantage of all the services and benefits offered by interactive portals in an intuitive way and within reach of a mobile device. or computer where they can access a chat, through the integration of Artificial Intelligence technologies currently offered by platforms such as WhatsApp Business and Facebook Messenger. As a result of this project, a chatbot was obtained that responds to the need of the community of Ciudad Bolívar for the ease of consultation of its users about the courses and services, information about registrations and frequently asked questions of the community, also with the transcription voice and text of the chatbot to help the social integration of people with visual limitations.
