A las personas interesadas que no fueran examinadas, se les exigía contar con un fiador para obtener el ingreso a dichas escuelas por un lapso de tres meses. En caso tal que reprobaran el examen, el valor abonado lo debían devolver. Los valores oscilaban entre los 200 y 300 pesos.
