The image contains a news item about the regulations imposed on the quéla asylum, in which each of the rules imposed for it is presented and the duties of people such as the mayor, the trustee, security, among others, are mentioned. Likewise, issues are discussed about the collections and income which will be used to support the asylum. La imagen contiene una noticia acerca del reglamento impuesto en el asilo cualla, en el cual se presenta cada una de las reglas impuestas para el mismo y se mencionan los deberes de personas como el alcalde, el síndico, la seguridad, entre otros. Asimismo, se tocan temas acerca de los cobros y rentas los cuales serán destinados al sostenimiento del asilo de igual manera se informa que se deberá llevar cuentas referentes al sistema acostumbrado en la tesorería municipal.
