Un esquema de pago por servicios ambientales como alternativa de gestión del recurso hídrico en el área de páramo de la Vereda Romeral (Soacha)

The proposal for a Payment for Environmental Services (PSA) scheme as a management alternative to the deterioration of the water resource in an area of the Complejo of Páramo Cruz Verde – Sumapaz located in the Romeral Vereda of the municipality of Soacha – Cundinamarca, was developed through four methodological phases based on what is indicated by the Department of Sustainable Development DDS and the Organization of American States - OAS (2008) , Medina & Guerrero (2018), Decree 1076 of 2015 and Decree 1007 of 2018 of the Ministry of Environment and Sustainable Development, using information from 2019 provided by the Geodatabase of the POMCA of the Rio Bogotá, and production variables and economic indicators indexed to the year 2020. As the results of the study, the characterization was carried out on the availability of the water resource and its use in the study area, which is destined at 84% for agricultural demand. They were identified in study area twenty-four (24) potential grounds for the implementation of the PSA scheme, of which thirteen (13) premises were identified as environmental service providers for complying with most of the variables analyzed. In turn, prospective buyers of public, private or mixed entities, territorial authorities and the environmental authority that has jurisdiction in the territory are proposed. Finally, the value of 608.644 COP was estimated as an incentive to recognize annually per hectare (calculated by 2020), to be earmarked for water management; stressing that in order to determine the value of the incentive to be granted annually, it is necessary to carry out a detailed study on the supplier premises of the selected areas, which relate the production and participation of the selected areas, thus obtaining a representative sample of data for the variables that allow the value of the incentive to be established.
