Resumen
Law 2108 of 2021, known as the Internet Law as an essential and universal public service, aims to establish, within public communications services, access to the Internet as an essential one. However, this right is transitory and not all communities have easy access to this service. This is one of the reasons why non-profit associations like Colnodo, which have been dedicated for more than 30 years to creating responsible links between communities and ICT, developing accessible systems, designing empowerment and training processes; and generating knowledge around the use and ecosystem of technologies in Colombia. The mission of the association is to facilitate the exchange of information for the development and improvement of the quality of life of Colombians to transform the culture of information management, communication with the world and generate new tools and spaces for everybody. The Colnodo association began operations in 1993 and was legally established in 1994, providing an electronic communication system to organizations working for development in Colombia, becoming one of the first online electronic services in the country. Since then, the Colnodo association has led social processes around the strategic use of the Internet for development, adapting and evolving in accordance with innovations and changes in technology, always keeping in mind to disseminate the potential of the tools for social transformation and development. strengthening the quality of life of people and communities. Colnodo guides its work based on its strategic programs and transversal axes, prioritizing issues such as human rights, the improvement of the condition of women, governance, democracy and citizen participation, sustainable development, the democratization of knowledge, digital inclusion, among other aspects within the strategic use of information and communication technologies (ICT) for development.
