In the first instance, the session of the Constituent Assembly of Bogotá on November 8, 1855 could not begin on time due to the absence of several members, with some present due to legitimate excuses. Various topics were discussed, such as the note from Mr. Leopoldo Arias Vargas and the resignation of several deputies to the Assembly. In addition, reports related to contracts and judicial responsibilities were presented. The debate was opened on the organization of the Government's office and resolution proposals on territorial divisions were discussed. The session concluded with the adoption of several resolutions, including the submission of statistical reports for preservation at the Assembly Secretariat.
The next day, November 9, 1855, the session was opened with the absence of several members, some of whom arrived later. Several parts of the article were adopted, including the allocation of one hundred and sixty pesos to the Governor and the creation of three Secretaries with the allocation of seventy pesos each. An Accountant was also established in the Revenue Secretariat with fifty pesos, and three Officials in the Secretariats with thirty-two pesos each.
