This image contains news that in the United States of America, it is common for the president to issue statements about his principles and opinions as a national leader, thus respecting the sovereignty of the people entrusted to him with public administration. Although an annual report to Congress on government performance is expected, in urgent situations, it is necessary to quickly inform the nation about how the government is complying with the Constitution and the laws. This approach prevents misinformation and allows errors caused by political polarization to be corrected. In Colombia, despite the separation between Church and State, there were conflicts related to ecclesiastical authority and the government. The need to regulate this relationship led to decrees in 1861 and subsequent laws that established supreme government inspection of cults. Despite initial resistance from some bishops, an understanding was eventually reached, demonstrating the government's tolerance and benevolence in seeking harmony.News published in the official newspaper, No. 776, October 21 - 1866
