La imagen contiene una noticia acerca de los fondos de la manumisión que fueron recaudados de la misma manera que las rentas nacionales, para el pago de los acreedores de los esclavos, así mismo donde se informa que no se tiene la prohibición de manumitir así no hayan los suficientes fondos, por el cual se toma la medida de manumitir a medida de que se vaya recolectando fondos por tal manera esto no impidió que manumitan a los esclavos cuyos amos esperan algún tiempo por el pago, por el cual se pide al secretario de las relaciones exteriores que genera algún acuerdo ante las peticiones que se han generado.
