This radio program “Voces y Regiones” addresses the issue of citizen oversight. José Gabriel Porras, a professional in public administration, is interviewed and explains what a veeduría is, its origin in the 1991 Constitution, its purposes (to guarantee the correct execution of public projects), who can be part of it (all citizens, ideally beneficiaries of the projects), the role of the municipal authorities in its promotion and training, and why it has not fully fulfilled its objective (lack of legitimacy, discipline, support from the authorities and the State, and legal loopholes). The conditions for an effective veeduría are discussed (delegation with citizen support, training by the personerías, and logistical support from the government) and actions to strengthen them are recommended, such as knowing the goals and principles of the State, identifying projects with local impact, and recognizing the value of the veeduría despite the existence of other control entities. It is emphasized that oversight is a citizen's right and duty to ensure transparency in public management.
