Resumen
Integrated solid waste management has become an important global issue, since inadequate management brings with it multiple environmental problems such as water, soil and air pollution, among others; as well as public health problems derived from the appearance of bad odors, the appearance of pests and the increase of vectors that increase the risk of transmitting diseases. The Cenprodos Residential Complex is no stranger to this situation because, although it does not currently have a serious problem derived from inadequate waste management, the discomfort it causes in the community and the associated impacts are evident. Taking into account the above, this document intends to set in motion a correct waste management, through the formulation of an Integral Solid Waste Management Plan that will be materialized through the activities and actions embodied in each of the programs and projects that it contains in its formulation phase, as well as considerations on the environmental impacts, both positive and negative of the current situation of the whole, consigned in a matrix of environmental aspects and impacts, adapted to the Conesa methodology and that is used for the prioritization of the programs and projects in question. In turn, for the development of the formulation, a baseline was built, which contains all the relevant information for the PGIRS, such as the amount of waste generated, the current disposal process or the characterization of the waste. In addition, the PGIRS has a financial plan that shows the costs associated with its effective implementation and the general balance sheet that shows the overall economic situation of Cenprodos, considering the current and future situation after the implementation of the PGIRS. It also has an evaluation and follow-up plan that will make it possible to verify the effectiveness of the plan and whether it is being executed as defined by the community.
Finally, at the level of conclusions and recommendations, the implications of the low social cohesion and community participation in the development of the PGIRS are considered and how this affects all its phases, constituting the main limitation for both the formulation and subsequent implementation, if this factor is not corrected.
