Abstract

The image contains a resolution from the Municipality of Bogotá addressed to the members. This resolution refers to the assumption of the position of Prefect of the city by Miguel Gutiérrez Nieto, created by the national Executive Branch, despite being considered unconstitutional. The possibility that this act represents a threat to the municipal authority is discussed, but it is concluded that it does not yet constitute physical resistance. The Municipality is urged to exercise its constitutional functions and to preserve the guarantees of citizens, as long as it can do so.
