Análisis crítico de la política nacional de gestión integral de residuos de aparatos eléctricos y electrónicos (plan de acción ministerio de ambiente y desarrollo sostenible 2017- 2032)

Abstract

The policy of overall management of electrical and electronic waste (EEW) defines the plan until year 2032 that every involved agent should be required to follow concertedly. It was developed with the purpose of facing efficiently the local and global issue that EEW brings about and its inappropriate disposal, which can produce serious impact on human health and the environment. The following research has as a main purpose the critical analysis of the creation of this policy, so that project outlines can be developed, which allows pointing out its implementation based on a previous analysis of the prioritization of these issues,, therefore, it will result in a contribution for reviewing and providing feedback about the policy. A probabilistic analysis of different aspects was done, e.g: guidelines established in the law number 1672 if 2013, co-responsibility between the guidelines and the policy, reviewing of the articulation and harmonization among sectoral and national policies previously established and prescriptive principles of higher management; context analysis, which includes the verification of objectives' definition, diagnosis' quality and internal coherence validation. As a result, arrays of issues' prioritization, assessed aspects qualification, technical data sheets of programs, projects and recommendations are obtained.
