Dado que se llevaron a cabo 4 municipales, no fue llevada a cabo por ciertas causas; una de ellas era el trancón que se formaría dentro de la ciudad, la movilización de los carruajes también dañaría las cañerías del agua y, por último, no les pareció que esto se aplicara debido a que la ciudad se atrasaría en la civilización a comparación con otros países.
