Resumen
The objective of this thesis is to establish, based on the theory of environmental justice, guidelines that allow for the effective participation of the inhabitants of the villages of “Mochuelo Alto” and “Mochuelo Bajo” in the Ciudad Bolívar district of Bogotá, D.C., in the Doña Juana Landfill Optimization Project (RSDJ) -phase III- in order to correct the situations of environmental injustice generated in the past on this population. To this end, this research work is divided into five chapters. The first chapter presents the problem statement, the justification for the relevance and pertinence of the study, and its objectives (general and specific). The second chapter specifies the conceptual, theoretical, and legal elements from which the issue of participation in the target population will be addressed. The third chapter defines and structures the methodological design of the research in procedural (stage-by-stage) and schematic terms. The fourth chapter collects and discusses the results around three key topics for the study: (i) the state of global knowledge regarding participatory approaches to urban solid waste management; (ii) the historical conditions of environmental injustice caused by the implementation and execution of the different phases of development of the RSDJ suffered by the inhabitants of the villages of “Mochuelo Alto” and “Mochuelo Bajo”; and, (iii) the proposed community participation guidelines, based on environmental justice, for the RSDJ optimization project - phase III. And, in the fifth and final chapter, the conclusions for each of the specific objectives proposed are compiled in order to distill the elements necessary to reach a conclusion on the general objective of this study.
