Abstract

Citizen participation in Colombia, with a special focus on the participation mechanisms established in the 1991 Constitution and the challenges facing its effective implementation. Program Objectives: Raise awareness among the population about the importance of citizen participation in decision-making. Inform about the existing citizen participation mechanisms in Colombia and their benefits. Promote the active participation of citizens in public affairs. Make visible the experiences and needs of the communities. Main Content: Introduction: Presentation of the program and its objectives. Historical framework: Evolution of citizen participation in Colombia before and after the 1991 Constitution. Participation mechanisms: Explanation of concepts such as plebiscite, referendum, popular consultation, open town hall and revocation of the mandate. Challenges: Analysis of the barriers that prevent greater citizen participation, such as lack of knowledge, distrust in institutions and the complexity of processes. Experiences: Testimonies from citizens about their experiences in citizen participation and the difficulties they face.
