The image contains a news item about the Decree of December 24, 1828 by means of which major bailiffs are established where the Government deems it convenient, therefore the Liberator President of the Republic of Colombia decrees that in the cantons where the Government deems it convenient, previous report of the respective governors, there will be major bailiffs, These will be appointed at the proposal of the same governors, who will report the number that is necessary in each province and these will last for the time of their good conduct, these will be put in possession by the governor of the province or by the competent authority, always under the oath to faithfully and legally perform the functions that are assigned to them. It is also stipulated that the major bailiffs may not arrest any person without a written order from the competent court or judge under the fine of twenty-five pesos for each time they contravene this provision, in addition it also names the minor bailiffs that are indispensable to comply with the orders of the courts and tribunals, also mentioning the functions that each one must perform. Finally, it stipulates information on the seizure of goods, the collection of the major bailiffs, the clothing and other pertinent procedures.
