Dado que en ese momento no era posible implementar un sistema de alumbrado a gas, la ordenanza establece que el gobierno procederá a contratar un sistema de alumbrado alternativo, probablemente a base de aceite, con la persona o compañía que ofrezca las mejores condiciones, como un precio más bajo, mayor cantidad de lámparas y mayor protección de las mismas contra el viento y la lluvia.
