This image contains news about the role of popular sovereignty in the construction of the government. It is argued that sovereignty resides in the people and that they must dictate the supreme laws to establish the new government. It is questioned how this authority can be delegated to commissioners without the express consent of the people. The importance of representatives acting in accordance with the instructions of the people and not arbitrarily is highlighted. It is evident that the direct participation of the people in the formulation of the rules for the government is advocated. News published in the loose leaf newspaper, No. 1, January 1, 1822.

Esta imagen contiene una noticia acerca de el papel de la soberanía popular en la construcción del gobierno. Se argumenta que la soberanía reside en el pueblo y que este debe dictar las leyes supremas para establecer el nuevo gobierno. Se cuestiona cómo se puede delegar esta autoridad a comisionados sin el consentimiento expreso del pueblo. Se destaca la importancia de que los representantes actúen de acuerdo con las instrucciones del pueblo y no con arbitrariedad. Se evidencia que, se aboga por la participación directa del pueblo en la formulación de las reglas para el gobierno.
