Resumen
M-Powering is an initiative of the International Telecommunication Union ITU (for its acronym in English) that harmonizes the evolution of information technologies and mobile telecommunications (M-TICs) with new forms of social interaction. This article reviews M-Powering experiences and applications and their derivations: M-Learning, M-Health, M-Agriculture and M-Government. From this perspective, social ICT applications are observed as a form of access to social capital, as well as the contribution to the improvement of living conditions in the regions where they have been implemented. For the above, ITU references are used; the IEEE Explorer database; publications published in academic spaces and governmental and non-governmental organizations (NGOs). In perspective, the research updates the potential applications of this type of technology in times of post-peace agreements, such as the Colombian case.
