He assures that divine religion has not suffered in the capital, which is essentially religious, and invites skeptics to see the temples open from dawn, where the sacrifice of the altars is celebrated and the sick are consoled with the sacramental majesty. The author wonders how it is possible that people have been so easy to deceive with slander that insults the Vice President of the Republic, Domingo Caicedo, known for his piety and devotion as a son of the Catholic Church. It emphasizes that the holy religion commands obedience to the authorities, condemns insubordination and reserves the revenge of evildoers to the power in charge of order in society. He concludes that those who invoke religion to disturb public order and disobey constituted authorities insult religion itself. He speaks in the name of religion and, through the blood of Jesus, exhorts the brothers to obey the provisions of the government, return to their homes and live united and obedient to the Constitution to which they have sworn.
