Resumen
At 7 p.m. the session opened with a legal quorum, with the presence of the municipal trustee and the district treasurer. A note was read about the appointment and position of the current mayor, Guillermo Fraser. The corporation was then informed of Gustavo Eritier's request to enter into a contract for public lighting, city cleaning and public works. It was resolved, at the proposal of the commission, to appoint a board composed of the municipal trustee, the district treasurer and a member of the permanent commission of income and expenses, so that, in agreement with the mayor and the applicant, they celebrate the contract in accordance to current provisions and establishing reciprocal guarantees.
In addition, a note from the treasury accompanied by a document from José María Portocarrero was attended to, who promised to pay for several meters of land in the cemetery to place a tomb with a fence. It was ordered to proceed with the corresponding collection, since the cemetery income is decentralized and this matter does not require consultation, but rather a direct decision in accordance with the organic agreement.
At the request of Nicolás Leyva, it was agreed to make a new appraisal of the china factory building, appointing councilor Wenceslao Salavarrieta as expert. The reduction in the appraisal of the property called Tamaris, requested by Francisco Gaviria, was denied. Ricardo Carrasquilla was also replaced as a member of the cemetery inspection board, unanimously electing Francisco Valenzuela. Finally, in compliance with article 59 of the public instruction code, examiners were appointed for the capital's schools. News published in the official newspaper, No. 499, July 2, 1865.
