El decreto establece que todas las escuelas primarias llevarán a cabo exámenes abordando materias como Religión, Historia Patria, Geografía, Lectura, Escritura y Aritmética. La Junta examinadora estará compuesta por el Inspector local, directores, el Presidente Municipal y el Personero del Distrito. Los actos iniciarán a las 11 a.m. y terminarán según lo determine la Junta examinadora.
