This image contains news about the indispensable need to be absent from our archdiocese, although without our own will but due to the force of events, and having to attend to the administration of the church during our absence, we decree the following: First, we appoint eight people as our vicar governors of the archdiocese, with the powers that we grant them separately. Second, those appointed will enter the government of the archdiocese in the same order in which they are appointed, succeeding in the event of death, physical impediment, legitimate absence or any other need that requires that the governor of the archdiocese be replaced. In the latter case, the current governor will entrust the government to the next one who is present in order, so that if the immediate successor is absent, the next one in the line of succession who is present will be considered as such. Third, the gentlemen named in the first article will make decisions in consultation among themselves, those present meeting in cases that the governor of the archdiocese deems necessary for success. Fourth, all acts of the government of the archdiocese will be carried out in our name and authority by the appointed governors.
