The decree grants the governors of both departments the authority to regulate press freedom during the state of siege. La imagen contiene una noticia acerca del Decreto Número 335 de 1899. Este decreto concede facultades especiales a los jefes civiles y militares de los departamentos de Cundinamarca y Santander. El decreto otorga a los gobernadores de ambos departamentos la autoridad para reglamentar la libertad de prensa durante el estado de sitio. Esta medida se justificaba en impedir y castigar las publicaciones subversivas que puedan perturbar el orden público y dificultar la implementación de medidas oficiales, en concordancia con las disposiciones constitucionales y legales que restringen la libertad de prensa en tiempos de crisis.
