Circular a los prefectos de los Departamentos sobre remisión de los reos a la Casa Penitenciaria

Abstract

The image contains a news item about the Circular on remission of inmates to the Penitentiary House addressed to the prefects of the departments, in which it is stipulated that a difficulty and non-compliance has been identified on the part of some Mayors since they have the practice of not sending in a timely manner to the Penitentiary House some of the inmates sentenced by the circuit courts to sentences served in said establishment. It is also mentioned that this conduct is considered a privilege in favor of those involved, since the sanction defined by law is distorted, exposing that it is a violation by the authorities in charge and this generates a serious danger of demoralization and anarchy. Finally it is mentioned that it is necessary to pay serious and constant attention to such events and it is added that the Executive Power trusts that there will be no need for further notices related to the subject and vigilance is recommended to avoid the continuation of such practice.
