Abstract

The accelerated growth that affects the city of Bogotá D.C. leads to an excessive urban development that has exceeded the limits and capacity of territorial planning. Therefore, it is necessary to order our territory and understand the vocation of each type of soil with the normative implementation and articulation of Public Policies in DC in search of the well-being of the entire population, in an equitable, sustainable, competitive and integrated territory with the region. This project aims to carry out a study of the construction licenses issued under District Decree 562 of 2014 through the evaluation of quality and efficiency in the provision of the service involved in the processing and issuance of urban development licenses located in the curatorships during the validity 2016, determining which of the construction licenses are exempt from payment of urban development obligations, and which had to make the payment before the competent entities and did not do it or was done incorrectly, generating damage to the assets of the Bogotan people.
