Dirigida a los Gobernadores de provincia, esta circular recuerda la correcta aplicación de las disposiciones legales relativas a las funciones y denominación del Jefe Político del cantón capital en ausencia del Gobernador. Se ha observado que algunos Jefes Políticos han asumido incorrectamente el título y funciones del Gobernador cuando este se encuentra de visita en otra parte de la provincia. Addressed to the Provincial Governors, this circular recalls the correct application of the legal provisions relating to the functions and name of the Political Head of the capital canton in the absence of the Governor.
