Se autorizó reducir las sumas exigidas para asegurar el manejo de fondos por dificultades en encontrar personas dispuestas a asumir esa responsabilidad debido a fianzas consideradas excesivas. Se instruyó al Prefecto del Departamento para rebajar las sumas requeridas si se consideran excesivas, con el fin de facilitar la designación de Administradores.
