This research analyzes the role of citizen participation in solid waste management within the framework of Bogotá’s District Development Plans (PDD) between 2016 and 2024, in response to the directives established by Council of State Ruling 25000-23-27-000-2001-0479-01 of 2014, aimed at the decontamination of the Bogotá River. Through a qualitative approach and content analysis, the study examined the PDDs, management reports from the District Secretariat of Environment, and the judicial ruling, using Atlas.ti software to identify the coherence and scope of citizen participation strategies in promoting integrated waste management and contributing to the river’s restoration. The results reveal advances in environmental education, recycling practices, and social co-responsibility; however, challenges persist regarding effective citizen influence in the planning, evaluation, and monitoring phases of environmental management. The study concludes that citizen participation is essential for transforming environmental practices; nevertheless, its consolidation requires inclusive, binding, and coherent mechanisms that align institutional policies with the social dynamics of the territory.
